Mainly because you can clearly tell it's british. Not only the landscape and the buildings give it away. The policeman Bart passes on his skateboard is without a doubt a bitish bobby. And the steering wheel is on the right hand side of the Marge's car (strangely, Homer's car has the wheel on the left side...)
And yeah, I love to needlessly overanalyse stuff.
